The Global Forum on Bioethics in Research (GFBR) served as a global platform for debate on ethical issues in international health research between 1999 and 2008, bringing together research ethics experts, researchers, policy makers and community members from developing and developed countries. In total, nine GFBR meetings were held on six continents. Work is currently underway to revive the GFBR. This paper describes the purpose and history of the GFBR and presents key elements for its reinstatement, future functioning and sustainability. (...) In this paper, we analyse how GPS-based navigation systems are transforming some of our intellectual virtues and then suggest two strategies to improve our practices regarding the use of such epistemic tools. We start by outlining the two main approaches in virtue epistemology, namely virtue reliabilism and virtue responsibilism. We then discuss how navigation systems can undermine five epistemic virtues, namely memory, perception, attention, intellectual autonomy, and intellectual carefulness. We end by considering two possible interlinked ways of trying to remedy (...) this situation: [i] redesigning the epistemic tool to improve the epistemic virtues of memory, perception, and attention; and [ii] the cultivation of cognitive diligence for wayfinding tasks scaffolding intellectual autonomy and carefulness. Darwiche and Pearl’s seminal 1997 article outlined a number of baseline principles for a logic of iterated belief revision. These principles, the DP postulates, have been supplemented in a number of alternative ways. Most suggestions have resulted in a form of ‘reductionism’ that identifies belief states with orderings of worlds. However, this position has recently been criticised as being unacceptably strong. Other proposals, such as the popular principle (P), aka ‘Independence’, characteristic of ‘admissible’ operators, remain commendably more modest. In this (...) paper, we supplement the DP postulates and (P) with a number of novel conditions. While the DP postulates constrain the relation between a prior and a posterior conditional belief set, our new principles notably govern the relation between two posterior conditional belief sets obtained from a common prior by different revisions. We show that operators from the resulting family, which subsumes both lexicographic and restrained revision, can be represented as relating belief states associated with a ‘proper ordinal interval’ (POI) assignment, a structure more fine-grained than a simple ordering of worlds. We close the paper by noting that these operators satisfy iterated versions of many AGM era postulates, including Superexpansion, that are not sound for admissible operators in general. (shrink)

Selection within the educational domain breeds a special kind of suspicion. Whether it is the absence of transparency in the selection procedure, the observable outcomes of the selection, or the criteria of selection itself, there is much to corroborate the suspicion many have that selection in practice is unfair. And certainly as it concerns primary and secondary education, the principle of educational equity requires that children not have their educational experiences or opportunities determined by their postcode, their ethnic status, first (...) language, or family wealth. Indeed educational opportunities determined by unearned advantage or disadvantage offend against basic notions of fairness. But are public schools even permitted to select their students, and if so, how can selection procedures used by schools be best structured to achieve equitable ends? In this article we delineate, describe, and defend what we believe are the essential features of selection and also why we need to pay equal attention to both the outcomes and the processes leading to those outcomes. Provided the selection is motivated and guided by the right reasons, as well as appropriately monitored, we argue that selection can be equity promoting. (shrink)

Joseph HenryWoodger (1894–1981) was one of the foremost theoretical biologists of the twentieth century. Starting out his career as an experimental embryologist and cytologist, Woodger became increasingly interested in the conceptual foundations of biology. Eventually, he abandoned all empirical research so that he could devote himself fully to studying the structure of biological theories. Perhaps his major accomplishment was the 500-page treatise 'Biological Principles: A Critical Study' (1929), which systematically investigated the epistemological basis of biological knowledge through an analysis of (...) its central concepts. Today, he is mostly remembered for his audacious monograph 'The Axiomatic Method in Biology' (1937), which remains the most ambitious attempt to reformulate the propositions of biology (especially genetics, embryology, and taxonomy) using the tools of symbolic logic and pure mathematics. Woodger is also known for establishing the Theoretical Biology Club, and for introducing the ‘Bauplan’ concept into Anglophone biology. The insect Terpandrus Woodgeri (Woodger’s Gumleaf Katydid) is named in his honour. (shrink)

"Transparency" is the constant refrain of democratic politics, a promised aid to accountability and integrity in public life. Secrecy is stigmatized as a work of corruption, tolerable by a compromise of democratic principles. My dissertation challenges both ideas. It argues that secrecy and transparency are best understood as complementary, not contradictory, practices. And it develops a normative account of liberal democratic politics in which duties of transparency coexist with permissions to act behind closed doors. The project begins with some history. (...) I show that the language of transparency gained currency only in the last quarter century, and explain how its proximate sources promote three dubious assumptions—that disclosure should in principle be maximized, that it prevents misrule more or less automatically, and that its value is either instrumental, or rooted in a reductive notion of democracy as the rule of popular opinion. Against these assumptions, I sketch an alternative account of liberal democracy centered on the logics of representation, liberty, and equality. These three "logics of self-government" give rise to duties of transparency binding on public and private actors alike. Such obligations have bite, I argue, but they are not all-encompassing. Indeed, the same ideals of representation, liberty, and equality license concealment in a range of important contexts, including deliberation and dissent. Having made this case, I go on to explain how secrecy and transparency can form a "democratic dyad," deepening rather than undermining the project of self-rule. Lastly, I address the limits of conventional transparency practices. Taken alone, disclosure is subject to a range of pitfalls, often failing to produce the results promised in transparency’s name. While my non-instrumental case for openness is not destabilized by this analysis, it does suggest that mandating disclosure is rarely enough. I therefore propose a series of adversarial practices to facilitate the checking of unjustifiable secrecy, and highlight the critical role of interpretation in efforts to make power intelligible. In the end, my dissertation offers a novel defense of secrecy and transparency that highlights rather than minimizes the hard work of political engagement. (shrink)

In this article, I argue that online echo chambers are in some cases and in some respects good. I do not attempt to refute arguments that they are harmful, but I argue that they are sometimes beneficial. In the first section, I argue that it is sometimes good to be insulated from views with which one disagrees. In the second section, I argue that the software-design principles that give rise to online echo chambers have a lot to recommend them. Further, (...) the opposing principle, serendipity, could give rise to serious harm, in light of the conclusion of the first section that sometimes we are better off being insulated from some content online. In the third section, I argue that polarization can be a useful tool for inculcating the appropriate attitudes in a person. (shrink)

Blame is multifarious. It can be passionate or dispassionate. It can be expressed or kept private. We blame both the living and the dead. And we blame ourselves as well as others. What’s more, we blame ourselves, not only for our moral failings, but also for our non-moral failings: for our aesthetic bad taste, gustatory self-indulgence, or poor athletic performance. And we blame ourselves both for things over which we exerted agential control (e.g., our voluntary acts) and for things over (...) which we lacked such control (e.g., our desires, beliefs, and intentions). I argue that, despite this manifest diversity in our blaming practices, it’s possible to provide comprehensive account of blame. Indeed, I propose a set of necessary and sufficient conditions that aims to specify blame’s extension in terms of its constitution as opposed to its function. And I argue that this proposal has a number of advantages beyond accounting for blame in all its disparate forms. For one, it can account for the fact that one’s having had control over whether one was to φ is a necessary condition for one’s being fittingly blamed for having φ-ed. For another, it can account for why, unlike fitting shame, fitting blame is always deserved, which in turn explains why there is something morally problematic about ridding oneself of one’s fitting self-blame (e.g., one’s fitting guilt). Questo non è un libro perfetto, ma è unico, e se scorri le prime 400 pagine o giù di lì, le ultime 300 (circa 700) sono un buon tentativo di applicare ciò che è noto sul comportamento ai cambiamenti sociali nella violenza e nelle maniere nel tempo. L'argomento di base è: come fa la nostra genetica a controllare e limitare il cambiamento sociale? Sorprendentemente non riesce a descrivere la natura della selezione dei parenti (idoneità inclusiva) che spiega gran parte della (...) vita sociale animale e umana. Egli manca anche (come quasi tutti) manca di un quadro chiaro per descrivere la struttura logica della razionalità (termine preferito di John Searle) che preferisco chiamare la Psicologia descrittiva del Pensiero dell'Ordine Superiore (DPHOT). Avrebbe dovuto dire qualcosa sui molti altri modi di abusare e sfruttare le persone e il pianeta, dal momento che questi sono ora molto più gravi da rendere quasi irrilevanti altre forme di violenza. Estendere il concetto di violenza per includere leconseguenze globali a lungoterminedella replicazione dei geni diqualcuno, e avere una comprensione della natura di come funziona l'evoluzione (cioè la selezione dei parenti) fornirà una prospettiva molto diversa sulla storia, gli eventi attuali e come le cose probabilmente andranno nei prossimi centinaia di anni. Sempre più spesso, le donne portano figli indipendentemente dal fatto che abbiano un compagno e l'effetto di impedire a una donna di riprodursi è in media molto maggiore dell'arresto di un uomo, poiché sono il collo di bottiglia riproduttivo. Si può ritenere che le persone e la loro prole meritino riccamente qualsiasi miseria arrivi la loro strada e (con rare eccezioni) i ricchi e famosi sono i peggiori trasgressori. Meryl Streep o Bill Gates o J.K Rowling e ognuno dei loro figli può distruggere 50 tonnellate di suolo ogni anno per generazioni nel futuro, mentre un contadino indiano e il suo possono distruggere 1 tonnellata. Se qualcuno nega che va bene, e ai loro discendenti dico "Benvenuti all'inferno sulla Terra" (WTHOE). Oggi l'accento è sempre posto sui diritti dell'uomo, ma è chiaro che se si vuole che la civiltà abbia una possibilità, le responsabilità umane devono sostituire i diritti umani. Nessuno ottiene diritti senza essere un cittadino responsabile e la prima cosa che ciò significa è ladistruzione ambientalemi nimal. La responsabilità più fondamentale non è quella dei bambini a meno che la vostra società non vi chieda di produrli. Una società o un mondo che permette alle persone di allevare a caso sarà sempre sfruttato dai geni egoisti fino a quando non crolla (o raggiunge un punto in cui la vita è così orribile che non vale la pena di vivere). Se la società continua a mantenerei diritti umani come primari, ai loro discendenti si può dire con fiducia "WTHOE". Eu começo com alguns comentários famosos pelo filósofo (psicólogo) Ludwig Wittgenstein porque Pinker compartilha com a maioria de povos (devido às configurações padrão de nosso psychology inata evoluído) determinados preconceitos sobre o funcionamento da mente, e Porque Wittgenstein oferece insights únicos e profundos sobre o funcionamento da linguagem, pensamento e realidade (que ele viu como mais ou menos coextensivo) não encontrado em nenhum outro lugar. Ore é apenas referência a Wittgenstein neste volume, que é mais lamentável, considerando que ele foi (...) o mais brilhante e original analista de linguagem. No último capítulo, usando a famosa metáfora da caverna de Platão, ele lindamente resume o livro com uma visão geral de como a mente (linguagem, pensamento, psicologia intencional)-um produto de egoísmo cego, moderado apenas ligeiramente por altruísmo automatizado para fechar parentes carregando cópias de nossos genes (inclusive fitness)--funciona automaticamente, mas tenta terminar em uma nota otimista, dando-nos esperança de que podemos, no entanto, empregar suas vastas capacidades para cooperar e tornar o mundo um lugar decente para viver. Pinker é certamente consciente de mas diz pouco sobre o fato de que muito mais sobre a nossa psicologia é deixada de fora do que incluído. Os dados neste livro são descrições, não explicações que mostram por que os nossos cérebros fazê-lo desta forma ou como é feito. Como sabemos usar as frases de sua maneira (ou seja, conhecer todos os seus significados)? Esta é a psicologia evolutiva que opera em um nível mais básico-o nível em que Wittgenstein é mais ativo. E há pouca atenção ao contexto em que as palavras são usadas = uma arena que Wittgenstein foi pioneira. No entanto, este é um trabalho clássico e com estes cuidados ainda é bem vale a pena ler. In our article, Where the ethical action is, we argue that medical and ethical modes of thought are not different in kind but merely different aspects of a clinical situation. In response, Emmerich argues that in so doing, we neglect several important features of healthcare and medical education. Although we applaud the spirit of Emmerich’s response, we argue that his critique is an attempt at a general defence of the value of bioethical expertise in clinical practice, rather than a specific (...) critique of our account. Se non sei all'ora di entrare in funzione sulla psicologiaevolutiva, dovresti prima leggere uno dei numerosi testi recenti con questo termine nel titolo. Uno dei migliori è "Il manuale di psicologia evolutiva" 2nd ed da Buss. Fino a circa 15 anni fa, - spiegazioni di comportamento non sono state spiegazioni dei processi mentali a tutti, ma piuttosto vaghe e in gran parte inutili descrizioni di ciò che (...) le persone hanno fatto e quello che hanno detto, senza alcuna comprensione del perché. Potremmo dire che le persone si riuniscono per commemorare un evento, lodare Dio, ricevere le sue (o le loro) benedizioni, ecc. , ma niente di tutto questo descrive i processi mentali rilevanti, quindi potremmo dire che sono spiegazioni più o meno nello stesso modo in cui spiega perché una mela cade a terra se diciamo la sua perché l'abbiamo rilasciata, ed è pesante- non c'è nessun meccanismo e nessun potere esplicativo o predittivo. Questo libro continua a chiarire la base genetica del comportamento umano che è stata quasi universalmente ignorata e negata dal mondo accademico, dalla religione, dalla politica e dal pubblico (vedi l'eccellente libro di Pinker ''The Blank Slatè'). Una breve reseña de la vida y la autobiografía espiritual de la única mística estadounidense ADI da (Franklin Jones). La pegatina en la portada de algunas ediciones dice "la más profunda autobiografía espiritual de todos los tiempos" y esto bien podría ser cierto. Estoy en mis 70 ́s y he leído muchos libros de maestros espirituales y de espiritualidad, y este es uno de los más grandes. Ciertamente, es by lejos la más completa y clara relato del proceso de iluminación (...) que he visto en mi vida. Incluso si usted no tiene ningún interés en absoluto en el más fascinante de todos los procesos psicológicos humanos, es un documento increíble que revela una gran cantidad de religión, yoga, y la psicología humana y las sondas de las profundidades y límites de las posibilidades humanas. Comincio con alcuni commenti famosi del filosofo (psicologo) Ludwig Wittgenstein perché Pinker condivide con la maggior parte delle persone (a causa delle impostazioni predefinite della nostra psicologia innata evoluta) certi pregiudizi sul funzionamento della mente, e perché Wittgenstein offre approfondimenti unici e profondi sul funzionamento del linguaggio, del pensiero e della realtà (che ha visto come più o meno coetantana) non trovati altrove. The first thing we must keep in mind is that when saying that China says this or China does that, we are not speaking of the Chinese people, but of the Sociopaths who control the CCP -- Chinese Communist Party, i.e., the Seven Senile Sociopathic Serial Killers (SSSSK) of the Standing Committee of the CCP or the 25 members of the Politburo etc.. -/- The CCP’s plans for WW3 and total domination are laid out quite clearly in Chinese govt publications (...) and speeches and this is Xi Jinping’s “China Dream”. It is a dream only for the tiny minority (perhaps a few dozen to a few hundred) who rule China and a nightmare for everyone else (including 1.4 billion Chinese). The 10 billion dollars yearly enables them or their puppets to own or control newspapers, magazines, TV and radio channels and place fake news in most major media everywhere every day. In addition, they have an army (maybe millions of people) who troll all the media placing more propaganda and drowning out legitimate commentary (the 50 cent army). -/- In addition to stripping the 3rd world of resources, a major thrust of the multi-trillion dollar Belt and Road Initiative is building military bases worldwide. They are forcing the free world into a massive high-tech arms race that makes the cold war with the Soviet Union look like a picnic. -/- Though the SSSSK, and the rest of the world’s military, are spending huge sums on advanced hardware, it is highly likely that WW3 (or the smaller engagements leading up to it) will be software dominated. It is not out of the question that the SSSSK, with probably more hackers (coders) working for them then all the rest of the world combined, will win future wars with minimal physical conflict, just by paralyzing their enemies via the net. No satellites, no phones, no communications, no financial transactions, no power grid, no internet, no advanced weapons, no vehicles, trains, ships or planes. -/- There are only two main paths to removing the CCP, freeing 1.4 billion Chinese prisoners, and ending the lunatic march to WW3. The peaceful one is to launch an all-out trade war to devastate the Chinese economy until the military gets fed up and boots out the CCP. -/- An alternative to shutting down China’s economy is a limited war, such as a targeted strike by say 50 thermobaric drones on the 20th Congress of the CCP, when all the top members are in one place, but that won’t take place until 2022 so one could hit the annual plenary meeting. The Chinese would be informed, as the attack happened, that they must lay down their arms and prepare to hold a democratic election or be nuked into the stone age. The other alternative is an all-out nuclear attack. Military confrontation is unavoidable given the CCP’s present course. It will likely happen over the islands in the South China Sea or Taiwan within a few decades, but as they establish military bases worldwide it could happen anywhere (see Crouching Tiger etc.). Future conflicts will have hardkill and softkill aspects with the stated objectives of the CCP to emphasize cyberwar by hacking and paralyzing control systems of all military and industrial communications, equipment, power plants, satellites, internet, banks, and any device or vehicle connected to the net. The SS are slowly fielding a worldwide array of manned and autonomous surface and underwater subs or drones capable of launching conventional or nuclear weapons that may lie dormant awaiting a signal from China or even looking for the signature of US ships or planes. While destroying our satellites, thus eliminating communication between the USA and our forces worldwide, they will use theirs, in conjunction with drones to target and destroy our currently superior naval forces. Antes de comentar detalhadamente sobre making o mundo social (MSW) vou primeiro oferecer alguns comentários sobre a filosofia (Psicologia descritiva) e sua relação com a pesquisa psicológica contemporânea como exemplificada nas obras de Searle (S) e Wittgenstein (W), desde que eu sinto que esta é a melhor maneira de colocar Searle ou qualquer comentarista sobre o comportamento, na perspectiva adequada. S trabalho é muito mais fácil de seguir do que W, e embora haja algum jargão, é principalmente espetacularmente claro se você abordá-lo a partir da direção certa. According to the norm of policy equipoise, it is permissible to randomly assign participants to two or more interventions in a public policy randomized controlled trial (RCT) when there is meaningful uncertainty among the relevant expert community regarding which intervention is superior. While this norm is gaining traction in the research ethics literature, the idea of interventional superiority remains unclear. Is one intervention superior to another if it is reasonably expected to realize one outcome of interest more effectively, even though (...) there is uncertainty regarding other outcomes of interest? Or must an intervention be reasonably expected to realize all outcomes of interest more effectively? I address this question in this paper. My aim is to develop and defend an account of interventional superiority for policy RCTs that are authorized, funded, or conducted by government institutions. I defend the greatest value view, according to which one intervention is superior to another if and only if it is reasonably expected to more effectively realize a set of outcomes with greater value. The federal system for allocating donated livers in the United States is often criticized for allowing geographic disparities in access to livers. Critics argue that such disparities are unfair on the grounds that where one lives is morally arbitrary and so should not influence one's access to donated livers. They argue instead that livers should be allocated in accordance with the equal opportunity principle, according to which US residents who are equally sick should have the same opportunity to receive a (...) liver, regardless of where they live. In this paper, we examine a central premise of the argument for the equal opportunity principle, namely, that geographic location is a morally arbitrary basis for allocating livers. We raise some serious doubts regarding the truth of this premise, arguing that under certain conditions, factors closely associated with geographic location are relevant to the allocation of livers, and so that candidates' geographic location is sometimes a morally non-arbitrary basis for allocating livers. Geographic location is morally non-arbitrary, we suggest, since by taking it into account, the UNOS may better fulfill its central goals of facilitating the effective and efficient placement of organs for transplantation and increasing organ donation. With an eye on the future of global ethics, I argue that social-media technologies are not morally neutral tools but are, for all intents and purposes, a kind of agent. They nudge us to do things that are bad for us. Moreover, I argue that we have a duty to quit using social-media platforms, not just on account of possible duties to preserve our own well-being but because users are akin to test subjects on whom developers are testing new nudges, (...) and we ought to deprive them of their test subjects.
